kashmir flood..is it a man made mistake????

Now  we are looking each news from kashmir valley feverishly.Army,Air force, NDRF ,BSF..all our force working together for rescue operation.But during this time all are forgetting about an institution who is responsible for forecasting  floods in india.yes i am talking about the Central Water Commission.it is a clear failure of forecasting system of central water commission.the indian met department(indian meteorological department) gave alert for heavy rainfall in kashmir valley last week(7 cm to 12 cm).but the CWC authorities ignored this alert from met department.this value is enough to produce a  warning for the administration well in advance.the cwc produce 18 flood forecast list;jammu and kashmir doesn't figure in this list.its indicate the clear evidence of the privation of our forecasting  system ,and an  administrative failure.
